SNOHOMISH COUNTY — Bail was set for $1 million Tuesday, Dec. 13 in district court on the armed man who caused Monday’s lockdown at the Snohomish County Courthouse on Dec. 12.
After three hours inside, police arrested David Ming Hsu, a 32-year-old Woodinville man, when he surrendered without incident.
Inside, he spent most of his time kneeling on the ground and refusing to completely disarm himself. He was asking to speak with two judges involved in the child custody case he’s in and to restore his right to have firearms, according to the police report.
At the initial court hearing, Judge Jennifer Rancourt agreed to proceed with charges of unlawful possession of a firearm, carrying a pistol without a permit, displaying a weapon and resisting arrest.
In October, a judge had put Hsu on a one-year protection order barring him from having weapons.

The man and his ex-wife have joint custody of a child. Earlier this year, his ex-wife filed in Snohomish County court requesting to limit his custody and caretaking schedule of their young child because his “mental health has significantly deteriorated” since 2020, her attorney wrote, outlining examples of paranoia. She ended the marriage due to his threatening behavior.
Hsu entered the courthouse on Monday with multiple firearms and was quickly asked by law enforcement to drop his weapons. He dropped two rifles but refused to disarm himself completely. Law enforcement contained him in the lobby and put the courthouse on lockdown.
The sheriff’s office said he brought two rifles, four handguns, over 300 rounds of ammunition, a ballistic armor vest, multiple ballistic armor inserts, six knives, a hatchet and brass knuckles to the Courthouse lobby.
